37th Annual Conference

The Texas Association of Public Employee Retirement Systems (TEXPERS) holds its 37th Annual Conference at The San Luis Resort, Spa & Conference Center in Galveston, April 26–29, 2026. The 2026 theme is "Rooted In Purpose: Service and the Stability of Retirement". The conference draws trustees, administrators, investment professionals, actuaries, attorneys, and consultants from across the Texas public pension community. Two of TEXPERS's eleven Board members come directly from TLFFRA plans, and the host-city Galveston FRRF is one of the 42 plans profiled in this guide.

Pre-Conference Trustee Training

TEXPERS hosts two parallel trustee training sessions the day before the main conference. Both satisfy PRB Minimum Educational Training (MET) requirements that took effect January 1, 2025: seven credit hours of core content for first-year trustees and administrators, plus two credit hours of continuing education each calendar year thereafter.

Basic Trustee Training

Audience: New trustees and administrators in their first year of service
Covers the seven core content areas required by the Pension Review Board (PRB) Minimum Educational Training (MET) program for first-year trustees and administrators: fiduciary matters, governance, ethics, investments, actuarial matters, benefits administration, and risk management.

Advanced Trustee Training

Saturday, April 25, 2026
Audience: Trustees and administrators beyond their first year, satisfying continuing-education credit requirements
Continuing-education sessions counting toward the two-credit-hour annual Minimum Educational Training (MET) requirement that took effect January 1, 2025.

TLFFRA on the TEXPERS Board

Direct Representation

Two of TEXPERS's eleven Board members come directly from TLFFRA plans: Kolby Beckham (Longview FRRF) and Paul Brown (Big Spring FRRF). Several TLFFRA plan administrators and trustees serve on conference education-track committees. The Galveston FRRF is the host-city plan; its trustees and administrator typically participate in the local welcome programming.

Captain at the Longview Fire Department, where he also serves as Chairman of the Pension Fund. Owns an Oilfield/Industrial Safety Consulting company providing safety training, accident investigations, and OSHA compliance consulting.
Paul Brown TLFFRA
Board Member
On the TEXPERS Board of Directors since 1996; previously served as TEXPERS President. Society of Pension Professionals member with a Chartered Trustee designation. Trustee on the Big Spring Firemen's Relief & Retirement Fund Board (former Chairman). Former Secretary-Treasurer of the Texas AFL-CIO.
